Abstract

Housing First is an intervention developed and implemented in the United States for single adults suffering from co-occurring disorders and experiencing chronic homelessness. This group became the focus of U.S. policymakers in the 1990s due to their disproportionate burden on the social service system and the failure of traditional housing services to engage them. Utilising a right to housing and harm reduction approach, Housing First offered immediate access to permanent supported housing not contingent on sobriety or treatment participation. Housing First has demonstrated higher rates of housing stability compared with traditional programmes and reduced service utilisation. © 2012
